Yes. He is able to use only some of the Gods true powers. However he is not able to fully utalise it. He won't be able to defeat people who are far stronger than him e.g Title Douluo's.
Tang San in the LN is able to use some of the sea god's powers when he became a Spirit Douluo/Title Douluo. He was chosen as the Sea God's successor. At that time he held Posideon's trident. However when he eventually became the Sea God, only then he was able to use all of the Sea God's powers. To become a God, you must reach rank 100, pass trials set by the god etc

Yeah thats right. However I get the feeling that the Sage will comeback in the Manuha. Mubai will some how be able to regain the sage's powers.
